The Inner Loop freeway encircles downtown Rochester in conjunction with Interstate 490. Entailing a two-lane freeway, the Inner Loop stays below grade for most of its journey around the central business district. Interstate 490 and the Inner Loop converge at the east end of the Troup-Howell Bridge over the Genesee River. The orientation of the merge is such that there is no direct connection from Interstate 490 west to Inner Loop freeway north. Therefore drivers bound for the Inner Loop freeway west are routed onto the Goodman Street off-ramp for the parallel frontage street north to Union Street and its on-ramp at Park Avenue. Interstate 490 westbound narrows to two through lanes in advance of the Troup-Howell Bridge entrance into downtown. The right-hand two lanes default onto Clinton Avenue (New York 15) northbound into the central business district. Clinton Avenue, along with South Avenue constitutes New York 15 between Mt. Interstate 490 curves westward toward the Genesee River at the Exit 16 interchange complex with Clinton Avenue. The Inner Loop freeway ties into Interstate 490 at the Troup-Howell Bridge and South Avenue (New York 15 south) ahead. The eastbound continuation of the Inner Loop freeway from Interstate 490 east passes overhead. Westbound drivers continue one half mile to the Exit 14 off-ramp to Broad Street (New York 31) and Plymouth Avenue. The interchange between New York 15 (South Clinton Avenues) with Interstate 490 includes provisions for the unconstructed Genesee Expressway (Interstate 390). Had the freeway been built as planned, Interstate 390 would have linked downtown with the Outer Loop freeway (Interstate 590) along an alignment parallel to the Genesee River. Photo taken 05/09/05.
Merging in from the right is the Inner Loop freeway westbound. Ramps exist to both west and eastbound from the Inner Loop freeway. Although closed at this time due to the Troup-Howell Bridge project, drivers merge onto Interstate 490 at the Genesee River. Construction is ongoing between 2004 and 2007 to replace the four-lane concrete bridge with a new signature arch bridge.
