An 8.6 mile long route, SR 164 is the Western Freeway and Martin Luther King Freeway between Belleville in the city of Suffolk and the city of Portsmouth near Norcum Park. The Western Freeway branches 7.13 miles west from U.S. 58 along the West Norfolk Bridge spanning the Elizabeth River Western Branch to U.S. 17 beyond I-664. U.S. 58/SR 164 overlap southward along the M.L. King Freeway to SR 141 at London Boulevard.

The M.L. Freeway Extension opened 0.75 miles south to I-264/U.S. 460 ALT on November 29, 2016. The elevated roadway was constructed at a cost of $300 million with work commencing in November 2013. The extension was completed ahead of schedule by Elizabeth River Crossing (ERC), a private company that also manages the Downtown Tunnel along I-264 and Midtown Tunnel along U.S. 58. Tolls were originally proposed for SR 164, but the state of Virginia paid ERC $78 million in July 2015 to eliminate them.1
