Arizona State Route 78 begins at Threeway Junction near Clifton, and travels east to the New Mexico state line. The road was added to the state highway system in 1960.

Traffic to Safford should continue ahead on U.S. 191. Traffic to Duncan should turn left on SR 75, or traffic to Clifton should turn right on U.S. 191. 11/11/07
