Business Loop I-15 through Lake Elsinore follows portions of old U.S. Highway 395 and California 71 west from Interstate 15. Separating from the freeway at Exit 73, the route takes Diamond Drive to connect with Lakeshore Drive west to Short Street north. Main Street leads the business loop north through the city street grid back to I-15 at Exit 75. A signed western spur of the route extends along Graham Avenue and Lakeshore Drive to California 74 as well.

The 1991 California State Highway System Log references three branches along Business Loop I-15 in Lake Elsinore. The center leg linked Interstate 15 with Graham Avenue along a 0.7 mile section of Main Street. The northern segment spurred 2.5 miles northwest along Graham Avenue to California 74 (Riverside Drive). The eastern section looped 2.2 miles along a combination of South Main Street, Short Street, Lakeshore Drive and Railroad Canyon Road east from the city center to Interstate 15.
