The next exit along westbound California 91 is Exit 45, California 71 (Chino Valley Freeway) (1.25 miles). Prior to its current freeway/expressway alignment, California 71 used to have a significantly longer route. Beginning at the Santa Rosa Indian Reservation west of Palm Springs along California 74, California 71 used to follow California 371 west to Aguanga, then California 79 west to Temecula. From Temecula, California 71 took the corridor of Interstate 15 north to Corona and then California 91 west to this exit. California 71 then traveled northwest to Pomona, ending at Interstate 10 and California 57 as it does today. With the completion of Interstate 15 and the creation of California 371 in the 1980s, California 71 was truncated to include only the route from here north to California 57. Photo taken 09/28/08.
California 71 is a diagonal freeway that begins here in Corona, then heads northwest through Chino and Chino Hills into Pomona. The freeway from California 91 to California 83 was completed through the late 1990s and early 2000s. Upon reaching Pomona, California 71 downgrades to an expressway, and it intersects several city streets, including Mission Boulevard and Holt Avenue before again becoming a freeway for its final mile to the Kellogg Interchange (Interstate 10 and California 57/former Interstate 210). Plans call for the California 71 expressway in Pomona to be upgraded to freeway standards; sufficient rights of way exist for such an upgrade (funding to complete the freeway corridor through the city of Pomona is an issue, and it could take years or even decades to complete as funds become available for it). Shown on some maps as the Corona Freeway (which is now Interstate 15's designation), California 71 is generally known today as the Chino Valley Freeway. Photo taken 09/28/08.

Westbound California 91 reaches Exit 45, California 71 (Chino Valley Freeway). The highway was a Super Two freeway until 2004, when a construction project upgraded the first several miles to a full freeway until the California 83 interchange. Photo taken 09/28/08.
The next exit along California 91 west is Exit 44, Green River Road, followed by Exits 41B-A, California 241/Foothill Corridor south and Gypsum Canyon Road. Midway between Exit 44 and Exit 41B, California 91 departs Riverside County and enters Orange County. Photo taken 09/28/08.

Upon entering Orange County, the Carpool (High Occupancy Vehicle) Lanes will become separated from the main lanes and become "High Occupancy or Toll" (HOT) lanes that allow single occupancy vehicles with Fastrak to use the express lanes. These lanes were built in 1995 by a private company, and the Orange County Transportation Authority took over the toll lanes in 2003. Carpools (with three or more occupants) may use the express lanes for free. There is no cash toll allowed, so those solo vehicles without Fastrak may not use the lanes. Known as the "91 Express Lanes," these separated lanes extend along California 91 from the Riverside-Orange County line west to the California 55 interchange. Photo taken 09/28/08.

The 91 Express Lanes will begin in 1.50 miles. All local traffic should avoid the express lanes, since the only access points from the express lanes are California 91 west and California 55 south. Note that vehicles must have three occupants or have a toll transponder (FasTrak). Photo taken 09/28/08.
After the Green River Road interchange (Exit 44), the former Coal Canyon Road interchange at Milepost 42 has been eliminated in order to create a wildlife undercrossing (removed in 2003). This exit was not well-used prior to its closure, so the impact to the freeway is fairly minimal. The following exit along westbound California 91 is Exit 41B, California 241 (Foothill Corridor Toll Road) south. The left carpool lane will connect to the 91 Express Lanes. The middle four lanes continue west on California 91 (Riverside Freeway). The right lanes connect to California 241 (Eastern Transportation Corridor) Toll Road south to Irvine and Rancho Santa Margarita. Around this point, California 91 enters Orange County and the city of Anaheim. On this day, the 91 Express Lanes were closed. However, on most days when the lanes are open, the toll price would be posted on this dynamic message sign. The toll varies based on the congestion of the through lanes. The toll lanes remain physically separated from the rest of the freeway and always serve both directions of traffic. Part of the Orange County Toll Road system, California 241 (Foothill Corridor Toll Road) is one of several corridors managed by that organization. Westbound California 91 (Riverside Freeway) approaches Exit 41B for the Eastern Transportation Corrifor and Foothill Corridor Toll Road south to Rancho Santa Margarita and Ladera Ranch. The toll road has not yet been extended its ultimate southern terminus; the controversial extension to Interstate 5 near San Onofre in northern San Diego County was denied by the California Coastal Commission and the federal Commerce Department in 2008, so it is now extremely doubtful the California 241 tollway will extend south of San Clemente or connect directly with Interstate 5. Exit 39 serves the city of Yorba Linda (population 58,918 as of 2000 Census). Home to former President Richard M. Nixon, Yorba Linda is a surburban city that was developed in the early 1900s-1910s and incorporated in 1967. The city was threatened by serious wildfire in fall 2008, when entire tracts of homes were destroyed during a severe fall Santa Ana Windstorm. A pair of 500kV Southern California Edison power lines cross over California 91 at this point. These lines bring electricity from points northeast, including power plants and generation facilities located along the Colorado River (mostly from Paths 46 and 64). These lines culminate in a large substation southwest of here, connecting with another 500kV power line coming from the east. 230kV transmission lines emanate from this substation to serve metropolitan Orange County and interconnect with San Onofre Nuclear Generating Station in San Diego County. California 90 travels north across the Santa Ana River, then turns northwest through Yorba Linda and Brea, intersects California 57, and ends at California 39 (Beach Boulevard). Another segment of California 90, the Marina Freeway, is located near Culver City and Marina del Rey north of Los Angeles International Airport (LAX). Although the state Streets and Highways Code plans for an eventual connection between these two segments on an alignment approximately close to Slauson Avenue, such a connection unlikely to ever be constructed.
